Depends on your point of view.
For the viewer (or sitter) there is no contest, X-F/BB are sad, mind-numbing, quite definately the ultimate "opiate of the masses", while NCIS is entertaining, and (given that many of the proccesses are based at least loosely in fact) somewhat informative (for an american show).
For the producers/broadcasters, X-F/BB are far better. They get publicity everytime someone spits, or farts or uses a racial slur. They get money from adverts and from the premium phone calls, and they don't have to spend any money MAKING proper TV... So it's virtually pure profit.
Comes down to your point of view, do you want to be anethsetised, have your brain clumsily removed and replaced with a cabbage? If so watch X-F/BB etc... If you want to be entertained by watching a show which has been made with a little intelligence then watch something like NCIS, CSI, or one of the host of spin-offs. If you just want to keep all your brain-cells intact, turn the TV off and remove the plug (just for safety)...
