You're absolutely right, they are swapping feet faster than Fred Astaire. Leaving these contracts to competitive tender is risky for two reasons.
1. Cheap isn't the best as safety is always the first victim when costs are cut (I'm sure SP will concur given her other half works in aviation).
2. The favoured tender will always be the one who offers the biggest brown envelope and so always ends up costing the most because of "budgetary overruns".
