As I asked at work today. Why? Not why do you get done, why is the law thus?

I agree that anywhere that people live should be 30, near schools should IMHO be 20, but why are the dual-cariageways and motorways limited to 70? Why are single carriageways limited to 60?

A law without reason is a breach of magna carta (I forget the exact wording), so what is the justification for this "law"?
