I have to say, that where I live in North Chingford, actually about five miles from Broxbourne. The house I live in has a communial rubbish collection point. Although I do re-cycle, if I did not then, the Council still would not be able to distinguish my rubbish from the other homeowners, it also goes for a large amount of other owners as well in this district.
Having said that, it is a disgusting charge that is being levied.
