Ofcom will on Thursday suggest sharing the £3.4 billion-a-year pot with other channels to help them make unprofitable public service programmes such as children's television, regional news, arts shows and documentaries. There are growing fears that cash-strapped public services broadcasters, including ITV and Channel 4, will continue cutting back on public service shows as advertising revenue falls and viewers move to digital channels. Channel 4 has repeatedly said that without financial assistance it will soon have to scrap programmes such as Channel 4 News and its current affairs strand Dispatches. Sharing the licence fee, which is known in the industry as "top slicing", is one of several "funding options" that the regulator will propose next week in its review of the future of public service broadcasting. Other options will include direct taxation, which would see money go straight from the Government to broadcasters, or an industry levy, which would force internet service providers pay a tax to fund public service shows on commercial channels. BBC could lose its exclusive right to the licence fee - Telegraph I think this is probably fairer. Bet they are pissed off at the thought though.

We are either going to have a public service broadcaster, which makes/shows NO MASS INTEREST material, or we aren't. If we aren't then there is no grounds for the licence. The commercial channels are having trouble because they are having to COMPETE with a PSB - This is unfair on them! H.

I would hazard a guess that the BBC is by far one of our biggest commercial successes in the field of broadcasting......Public Service Broadcasting does not have to be non mass interest
