Cool Papers on al-Qaeda left on train

Top-secret documents containing the latest government intelligence assessment on al-Qaeda have been left on a train in London.
The documents belonged to a very senior intelligence official working in the Cabinet Office.
A passenger on the train from Waterloo to Surrey spotted the orange cardboard envelope lying abandoned on a seat and handed the documents to the BBC.
A full-scale search had been launched by the Metropolitan Police. Just seven pages long but classified as "UK Top Secret", the latest government intelligence assessment on al-Qaeda is so sensitive that every document is numbered and marked "for UK/US/Canadian and Australian eyes only", BBC security correspondent Frank Gardner said.

Why are such documents being carried by passenger train?

You hit the mail on the head, Most Secret documents should be read, handled and transported in very controlled conditions.........

Pissed off middle ranking civil servant anyone?

All this when were told that the new terror laws are necessary for National Security. I want to know what they're doing about total fucking nincompoops working in sensitive positions. That's infinitely more of a threat than a fucking twatt from Leeds with a homemade nail bomb.

When do we start seeing OSA prosecutions for these clear breaches of Protectively Marked Data?

'Terror files' official suspended

The Cabinet Office has suspended the civil servant at the centre of an inquiry into the loss of top-secret documents on al-Qaeda and Iraq. The unnamed Cabinet Office employee was questioned in an internal inquiry after the sensitive papers were left on the seat of a commuter train.

More confidential government files were found on a train earlier this week, it has been revealed.

The Independent on Sunday says it was handed the documents, which cover fighting global terrorist funding, drugs trafficking and money laundering.
The files, about a meeting of financial crime experts, were found on the same day as a batch of top secret papers about al-Qaeda were handed to the BBC.
A Treasury spokesman said the government was "extremely concerned".
The documents apparently include briefing notes for a meeting of the international Financial Action Task Force (FATF) to be held in 11 Downing Street next week. The papers were found on train bound for London Waterloo on 11 June, the same day that another batch of papers relating to intelligence assessments of Iraq and al-Qaeda were handed to the BBC after being left by a senior official on a train.

Oh? And they wonder why the rest of NATO tell 'em to "FUCK OFF!" when they ask for more troops?

I think when it comes to a vote here, I will be doing the same after that.

The thing is, any physical document marked at restricted or above has very specific handling rules. Normally anything at confidential (one up from restricted and 2 down from top secret) is not permitted to leave a sufficiently secured site. It is certainly not appropriate that these documents were ever on a train, let alone OPEN.

It's not just the guy that left them there who is at fault here, it seems that the entire governance layer arround protectively marked materials is broken - possibly throughout government, given how much stuff has been getting lost or turning up in public.

I do not doubt that you could well have done so. I've only been cleared for a couple of years, however one of things my employer has drummed into all of us is appropriate handling, storage, transport and destruction of PMM.
