PITO (Police IT Organisation), which for some time ran all the police computer systems, and was reasonably competant, last year gave way to NPIA (National Policing Improvement Agency) who's main aim is to drive IT into every aspect of law enforcement, not just the police, but every agency with even a peripheral law enforcement responisibility. They are not making it easier to catch bad people, or makeing the police better at detecting crime, only more up to date - easier to sell.
Think about it this way, Gnu Layber is just Maggie in trousers. The driving force is to privatise, but unlike Maggie, they don't know, understand, or care WHY, they just want to sell, sell, sell.
