I long for Burma to be restored to a democratic republic, that way I can changed my opinion from "any charitable endeavour is futile whilst the military regime remains in power" to........

Air drops directly to the effected areas have been suggested. But the Burmese have sais they will shoot down any unauthorised aircraft.

I am pretty sure, though, that the U.S navy (Who have an aircraft carrier group in range) could make MINCEMEAT out of the Burmese airforce.
